The EU Academy's open tier is reachable from Georgia with a free EU Login. The courses cover more than 30 languages, including the EU's official ones, and end in badges.
One limit is unambiguous: the signed OLS certificate is only for participants in Erasmus+ mobility. On the open tier you get a badge, not the official certificate.
