Chief Minister Yogi Adityanath inaugurated the office of the Uttar Pradesh Outsource Service Corporation, known as UPCOS, at Lok Bhavan in Lucknow, according to Jagran. He also launched the corporation's logo, website and portal, and announced increased pay for outsourced staff.

Jagran reports the event began at 11 am and was broadcast live in every district, with outsourced workers and elected representatives attending the local gatherings. Officials quoted by AajTak said the aim is to bring all human resource management for outsourced staff onto a single digital platform, making the system more transparent and better organised.

Jagran says the government order to set up the corporation was issued on 19 September of last year, and that the announcement ends a wait of roughly a year for the workers concerned.

Pay, Categories and Benefits

Jagran reports that outsourced personnel will receive between 20,000 and 40,000 rupees a month. Four recruitment categories have been created: 40,000 rupees for category one, 25,000 for category two, 22,000 for category three and 20,000 for category four. Payment is to be made by the fifth of each month.

Recruitment will be through written examination and interview, though Jagran says posts in categories three and four will not involve interviews. Reservation will apply as per the rules. Listed roles include doctors, assistant engineers and sub divisional officers, lecturers, project officers, accounts officers, assistant architects and research officers, with an MBBS required for doctors, a BTech for assistant engineers and sub divisional officers, and a postgraduate degree for lecturers.

Benefits described by Jagran include maternity leave, medical leave, health services, EPF, the Employees' Provident Fund, and ESIC, the Employees' State Insurance Corporation. Once the portal is live, manpower supply agencies can register and departments can apply to recruit.

Numbers and District Events

Departments have so far reported 2.70 lakh outsourced personnel to the Secretariat Administration Department, Jagran says, and the figure will cross three lakh once staff in corporations and allied bodies are counted.

At the Chandauli collectorate, Dainik Bhaskar reports that Rajya Sabha member Sadhna Singh and MLA Sushil Singh handed cashless medical certificates to outsourced workers while the Chief Minister addressed them live. Sadhna Singh said salaries will now go directly into workers' bank accounts and that the role of middlemen has been ended entirely.

Dainik Bhaskar also reports cashless treatment of up to five lakh rupees for these workers. District Magistrate Chandra Mohan Garg, Chief Development Officer R Jagat Sai and Dilip Sonkar were present. AajTak reported that cheques would be distributed to outsourced staff; Jagran describes cheques going to beneficiaries of the Building and Other Construction Workers Welfare Board and kits to sanitation workers. The sources do not say when the higher pay takes effect.
