The Infrastructure Acquisition Group The Infrastructure Acquisition Group ensures the land, power, and data center resources that power the Nebius AI Cloud. We pinpoint where Nebius should expand next, craft the commercial agreements necessary for this growth, and collaborate with engineering, energy, finance, legal, and development teams to activate new AI infrastructure. We are a small, pioneering team building this function from the ground up across the Americas, leading the acquisition of colocation, custom-built, and energized land opportunities as one of the world's swiftly growing AI cloud platforms scales. Examples of Challenges We Address Transform acquisitions into data center-ready projects. Beyond securing an agreement, you’ll oversee development planning, utility coordination, permitting, consultant oversight, and infrastructure planning to ensure projects are ready for successful delivery. Stay ahead of construction schedules. Coordinate with engineering, utilities, municipalities, and development partners to keep projects prepared for execution while commercial negotiations and infrastructure needs evolve. Establish a consistent development program. Assist in setting the standards, development governance, readiness checkpoints, and project controls for AI infrastructure development across the Americas. About the Position As a Development Manager, you will spearhead the development of AI infrastructure projects across the Americas from signed agreements through construction readiness. As part of the Infrastructure Acquisition Group, you will collaborate with site selection, technical due diligence, engineering, energy, finance, legal, and delivery teams to transform acquisitions into fully defined, development-ready projects. This is a construction phase role within a construction phase team. Many of the development norms, governance procedures, readiness checkpoints, and project controls you’ll utilize are still being established—some you might even help create. We seek a leader who can independently oversee complex infrastructure developments while aiding in the development of systems that will expedite future projects, enhance predictability, and boost scalability. What You Will Lead

* Guide the development of AI infrastructure projects from executed agreements to construction readiness.

* Manage integrated development roadmaps, schedules, budgets, milestones, and the pre-construction risk register.

* Coordinate permitting, entitlement, utility planning, infrastructure planning, and owner responsibilities.

* Recommend Go / No-Go decisions as projects advance through key development milestones.

* Ensure development-ready projects are handed over to the delivery organization with comprehensive documentation and minimized risk.

Development Planning & Governance

* Lead development activities from executed agreements to construction readiness.

* Create and oversee integrated development roadmaps, schedules, budgets, and key milestones.

* Maintain the development budget, schedule, assumptions, and risk register throughout the pre-construction lifecycle.

* Facilitate weekly development reviews and executive readiness meetings, and propose Go / No-Go decisions as projects advance through critical milestones.

Infrastructure & Utility Coordination

* Plan for electrical services, substations, fiber, water, sewer, stormwater, and transportation access.

* Coordinate permitting, utility planning, entitlement activities, infrastructure planning, and owner responsibilities.

* Collaborate with utility providers, municipalities, engineering teams, and consultants to validate executable development plans.

* Integrate infrastructure assumptions into project budgets and schedules.

Construction Readiness

* Set development readiness criteria and project handoff standards.

* Verify permits, utility agreements, infrastructure planning, owner deliverables, and development obligations are complete before turnover.

* Transfer projects to the delivery organization with complete documentation, defined scope, and minimized development risk.

* Identify and resolve development risks before they affect construction.

Cross-Functional Collaboration

* Act as the primary development liaison across site selection, technical due diligence, engineering, energy, finance, legal, and delivery teams.

* Coordinate with architects, civil engineers, environmental consultants, surveyors, permitting specialists, and other external partners.

* Align internal stakeholders and external consultants to prevent scope, schedule, and cost drift throughout development.

What You Will Bring

* You are adept at operating in uncertainty and creating processes where none exist. You know how to independently lead complex infrastructure developments while helping define how future projects should be executed.

* 8+ years of experience in data center development, industrial development, infrastructure development, land development, or mission-critical projects.

* Experience managing permitting, entitlement, utility coordination, consultant management, and development planning activities.

* Strong knowledge of infrastructure development, owner's budgeting, development scheduling, risk management, and pre-construction planning.

* Experience coordinating multidisciplinary teams across engineering, utilities, design, legal, and construction.

* Excellent communication and executive presentation skills.

* Bachelor’s degree in Civil Engineering, Construction Management, Architecture, Real Estate Development, Urban Planning, or a related field, or equivalent experience.

Preferred Qualifications

* Experience supporting hyperscale data center or AI infrastructure development.

* Experience with utility coordination, entitlement strategy, infrastructure planning, and owner's representation.

* Experience with self-development or joint venture delivery models.

* Professional Engineer (PE), Project Management Professional (PMP), or similar professional certification.
