New Rules for Private Parking

Andy Burnham, the UK's transport secretary, has announced new rules aimed at addressing unfair parking charges issued by private providers. These changes come in response to concerns that penalties are too harsh and leave motorists unfairly punished.

The new rules include a cancellation of charges for honest mistakes such as stopping to check directions and for non-payment due to broken ticket machines. Drivers will also get a 10-minute window to leave a car park without facing a penalty.

Details of the New Rules

According to RAC analysis, some 17 million private parking tickets were issued in 2025-26, a 17% increase from the previous year. Each charge can be worth up to £100, suggesting drivers could collectively face private parking charges worth more than £4.6 million each day.

The government's Private Parking Code of Practice, which has been seven years in the making, is set to be laid before parliament. It includes a freeze on the maximum parking charge at £100, the same limit as the current private parking Code of Practice, and operators who do not comply risk losing access to DVLA data.
